CLEVELAND, OH — The Cleveland Police Oversight Commission has adopted a restricted vehicle pursuit policy that tightens criteria under which Cleveland Division of Police officers may pursue fleeing vehicles, officials said.

The policy, approved unanimously by the commission on April 21, introduces risk-based evaluation factors and limits pursuits to situations involving violent felonies or imminent threats to public safety, according to the oversight body.

Under the new guidelines, supervisors are required to authorize pursuits in certain circumstances, and officers must continuously assess risk to bystanders, officers and suspects during any pursuit.

The policy also specifies that pursuits for low-level offenses, property crimes or non-violent misdemeanors generally are not justified, the commission said.

Commission members and city officials said the changes are intended to improve community and officer safety while maintaining effective law enforcement, though they acknowledged that successful implementation will depend on training and oversight.
