Homeland Security officials characterized the shooting as an act of self-defense, stating the driver used her vehicle in an attempt to strike officers during the operation.

Minneapolis Mayor Jacob Frey and Minnesota Governor Tim Walz viewed video of the encounter and publicly challenged the federal account, saying the woman was not attempting to harm officers, and calling for a thorough investigation.

Bystander video shared on social media shows the woman’s SUV near federal agents when shots were fired; it was unclear whether the vehicle made contact with officers before or after the gunfire.

The FBI is leading the investigation into the shooting, and state authorities have said they are seeking full access to evidence.

Officials have not released the identity of the woman or the ICE officer involved. Local and federal leaders continue to discuss the circumstances as the inquiry progresses.
