BRENTWOOD, CA — The Brentwood Police Department has released body-worn and in-car camera footage showing the moments leading up to a fatal officer-involved shooting during a DUI traffic stop on Dec. 24, officials said.
According to Brentwood police, officers stopped a vehicle near Balfour Road and Foothill Drive around 10:55 p.m. on suspicion of driving under the influence and later developed probable cause to search the vehicle, where they located a concealed, loaded rifle.
The suspect, identified by police as 43-year-old Romaine Morgan of Stockton, allegedly resisted arrest and was able to gain control of the rifle during a struggle captured on body camera video, authorities said.
A Brentwood police officer then discharged their service weapon, striking the suspect, who was pronounced dead at the scene, police reported. Officers rendered emergency medical aid until paramedics arrived.
The Contra Costa County District Attorney’s Office is conducting a parallel investigation under the county’s law enforcement involved fatal incident protocol, and Brentwood police said the video release follows established procedures.
